devkitA64 release 13, libnx 2.1.0

We are proud to announce the release of devkitA64 release 13 and libnx 2.1.0 which are now available via pacman. Use sudo (dkp-)pacman -Syu to update or sudo (dkp-)pacman -S devkitA64 libnx to install.

• update to binutils 2.32.
• update to gcc 8.3.0.
• update to newlib 3.1.0.
• update to gdb 8.2.1.
• now with built in pthreads with support from libnx 2.1.0

switch-mesa has been updated to 19.0.0. switch-mbedtls has been added and switch-curl now supports ssl.
