devkitPPC release 24

[WinterMute]

The binaries for devkitPPC release 24 are now available. As usual the windows binaries are available through the Automated Installer/Updater, for other platforms check the devkitPPC getting started page on the wiki.

devkitPPC release 23

• updated to gcc 4.6.1.
• -flto now works as expected on windows binaries.

With thanks to z_g who reported the -flto problem with devkitARM r33, it turned out to exist in devkitPPC r23 too.
