The problem was that I was using -F and it gave me this:
warning: database file for 'msys' does not exist
warning: database file for 'dkp-libs' does not exist
warning: database file for 'dkp-windows' does not exist

That's not a problem though, that would be the expected output of -F and that command has no bearing on installing anything. You install packages using -S, you update the package lists with -Sy & you update installed packages with -Syu.
