Hello! I'm new here, but I have a question...
How do I install devkitPPC offline?
My laptop has no internet, and I'm having to use my parents PC and use an usb
to get the installer on my laptop.

Run the installer from the USB drive on your parent's PC & select "Download Only", this will save the required files on the USB drive. On your own machine select download and install - this will install from the files on the USB drive since there's no net connection.
