Modified MaxMod streaming

Finally I made a public release of my "modded" MaxMod streaming lib.

Here the features:
-> stream to separate NDS hardware sound-channels
-> improved soundquality!
-> up to 16 separate 16bit mono sound-channels

It would be preferable if you provided patches against current MaxMod rather than forking and releasing your own version. These things have an annoying habit of diverging quite badly.

Things that probably should be considered are the ability to deal with interleaved stereo streams and possible interaction with reverb and other effects using the hardware capture facilities.
