I want install devkitPro portlibs https://github.com/devkitPro/pacman-packages, I do not know the procedure to follow...

I installed devkitpro with windows installer but I block on the installation of rest.

I do not understand how to use pacman...

What is it that you're blocked on? That repo has a link directly to the instructions for using pacman.
