devkitPro toolchain install issues on Windows 11 using graphical installer v3.0.3

Parameters of my setup:
- I am using Windows 11 Home version 23H2, OS build 22631.3447.
- I have never installed devKitPro on this machine.
Following the instructions at wiki/Getting_Started, I:
- Downloaded the latest version of the graphical installer (v3.0.3 Github release).
- Ran the graphical installer with all default settings.
During the installation, an error message popped up: "pacman.exe - System Error
The code execution cannot proceed because msys-2.0.dll was not found. Reinstalling the program may fix this problem."
Thinking that this "error" may be expected during installation, I tried to follow the next steps:
- I went to the Start Menu folder "devKitPro" and launched MSys2.
This resulted in yet another error message: "mintty.exe - System Error
The code execution cannot proceed because msys-2.0.dll was not found. Reinstalling the program may fix this problem."
