Site blocked in the US without a VPN

Hello, I have noticed that if you access devkitpro.org in the United States without a VPN (to my knowledge) you get this error

" Error 1020
Access Denied

What happened?

This website is using a security service to protect itself from online attacks."

Has the site been intentionally blocked?

Chances are this is either an issue with your ISP or you've got flagged as a bot. Which ISP are you using and what's the normal IP address you get there?
