Can't properly install 3.0.3, due to denied permissions

I've been trying to install devkitPro tools for the last two days, and have been running into numerous problems. I think that the main issue is that bash can't edit '/dev/shm' and '/dev/mqueue', showing me "Permission denied", which then cascades into being unable to sign any keys online, or locally. I tried forcing it by just downloading the files and running bash manually with admin, but I got stumped immediately by the same issue. What do I do? Bear in mind, I'm on windows 10, and this is my first time ever really installing something like this, so it'd help if you could please put it in simple terms :D. Thank you in advance!

If the uninstaller exists (uninst.exe in the devkitpro folder) then run it and remove the partial install. If the uninstaller hasn't been written to disk then just remove the whole devkitPro folder manually and reboot.

Try downloading and running the installer again. Hopefully it should just work now.
