Could not open 'C:devkitPro/libnds/icon.bmp'.

It was working fine on Powershell to make and compile files before, but for some reason even thought he icon.bmp is there and works fine, it says it can't compile because of this. What's the issue?

Reset your environment variables to the msys style paths the installer put there.
