little help compiling an emulaotr and a rom

How do I compile an emulator and a rom into a dol file? So when the emulator runs just that game. My end goals is to make a channel for that one rom to run on the Wii. I know you have to use devkit, but were do i drop the rom in? Does the rom goes in the same folder that the emulator surce goes?
